Abstract:

Rapid urbanization, rising energy demand, fossil fuel dependence, and urban heat island effects have made clean energy supply, carbon reduction, and quality of life critical challenges for cities. Solar energy, as an abundant and flexible renewable resource, can serve not only as a power generation technology but also as a driver of smart and sustainable urban development. This study proposes an integrated framework for expanding solar energy production and establishing a supportive production and supply chain directly linked to urban development and the urban design framework plan.

The framework comprises four layers: (1) spatial-planning layer: identifying suitable areas for rooftop PV, public spaces, parking lots, peri-urban land, and existing infrastructure using GIS and multi-criteria analysis; (2) technological layer: distributed generation, energy storage, smart grids, and an IoT/AI-based monitoring platform for optimizing production and consumption; (3) supply chain and support layer: manufacturing, installation, maintenance, repair, panel recycling, workforce training, and financial/insurance services; and (4) policy-economic layer: incentives, public-private partnership models, feed-in tariffs, and integration into the urban design framework plan.

This approach creates a cycle of innovative and technological services that, beyond clean energy generation and sustainable job creation, upgrades urban design through renewable energy technologies and contributes to carbon emission reduction, infrastructure resilience, improved air quality, and local economic development. The proposed conceptual framework can guide municipalities, urban planners, investors, and policymakers in developing urban design framework-energy plans.
