Abstract:

Climate variability is intensifying water insecurity across rural India, yet local planning often remains fragmented across hydrogeology, infrastructure, agricultural demand, social institutions and finance. This paper proposes H-WISE - Hydrogeology, Water Budgeting, Inclusive Institutions, Spatial Intelligence and Environmental Finance - as a Panchayat-scale framework for climate-resilient water security. The framework integrates five linked functions: (1) aquifer and surface-water characterization and seasonal water balance; (2) participatory water budgeting and ecological-economic valuation; (3) Gram Panchayat and women’s self-help group co-governance; (4) GIS, remote sensing, mobile data and sensor-enabled decision support; and (5) a Water Resilience Credit mechanism to channel climate, CSR and results-based finance toward verified local water outcomes.

Methodologically, H-WISE is developed through design-oriented synthesis of hydrogeological assessment, participatory rural appraisal, crop-water accounting, gender-responsive governance and digital environmental intelligence, with particular relevance to monsoonal and hard-rock settings in eastern India. At village level, seasonal resource estimates are compared with domestic, livelihood, ecosystem and irrigation demand to create a transparent water allocation and risk matrix. Women’s SHGs are positioned as co-auditors of household access, seasonal demand and asset performance, while a Panchayat dashboard links recharge, abstraction, crop choice, storage, equity and climate-risk indicators.

The proposed Water Resilience Credit differs deliberately from a carbon offset: water benefits are catchment-specific and cannot legitimately compensate for unsustainable extraction elsewhere. Credits would therefore be issued only for verified additional recharge, avoided consumption, restored storage or protected environmental flows above an agreed baseline, with aquifer-health and equity safeguards. H-WISE offers a replicable pathway for moving local water governance from asset construction toward hydrologically bounded, gender-inclusive and financeable adaptive management.
