Abstract:

Background: In an era defined by climate change, demographic pressures, and volatile global markets, balancing agricultural sustainability with long-term food security has become one of the most critical policy challenges of the 21st century. Traditional farming models often prioritize short-term yield maximization at the expense of ecological health, leading to soil degradation, water scarcity, and greenhouse gas emissions. Consequently, policymakers worldwide are tasked with redesigning economic frameworks—specifically pricing mechanisms and production subsidies—to steer the agricultural sector toward sustainable practices without compromising food availability and affordability.

Objective: This study provides a comprehensive economic evaluation of alternative pricing and production policies aimed at harmonizing agricultural sustainability with food security objectives. Specifically, it examines how carbon pricing, input subsidies (such as fertilizers and water), and output price supports influence farmers' decision-making processes, resource allocation, and overall economic viability.

Methodology: The research employs a mixed-methods economic framework, integrating a Computable General Equilibrium (CGE) model with localized econometric farm-level data. The CGE model captures macroeconomic feedbacks, market price transmissions, and international trade implications, while the micro-econometric panel data analyzes behavioral responses of smallholder versus large-scale agricultural producers to changing policy incentives. Scenarios evaluated include the implementation of eco-taxes, the redirection of distortionary subsidies toward green technologies, and guaranteed minimum support prices tied to sustainable farming benchmarks.

Key Findings: Preliminary results indicate that uncoordinated pricing policies often create severe trade-offs, where strict environmental taxes reduce agricultural output and spike food prices in the short term, disproportionately burdening vulnerable populations. However, the simulation models reveal that a revenue-neutral policy approach—where revenues generated from environmentally detrimental input pricing are reinvested directly into precision agriculture, agroforestry, and climate-resilient R&D—successfully mitigates these negative shocks. Furthermore, targeted production incentives can effectively decouple negative environmental externalities from food production, achieving up to a 25% reduction in carbon intensity while maintaining stable domestic food supplies.

Conclusion and Policy Implications: The findings underscore that achieving sustainable food systems requires moving away from blunt price instruments toward smart, incentives-based policy mixes. Policymakers must design transitional safety nets to protect consumer food affordability during the implementation phase of environmental pricing reforms. Ultimately, this research offers actionable insights for governments and international organizations seeking to optimize economic policy levers for a resilient, sustainable, and food-secure agricultural future.
